The Wilsonville Town Council met, Monday, March 02, 2015, in the Council Chamber Room at the

Wilsonville Town Hall. Mayor Lee McCarty called the meeting to order at 6:00 P. M.

The meeting was opened with prayer by Councilman Calvin Gill.

The following council members answered roll call: Don Davis, Calvin Gill, Patricia Johnson, Ricky Morris,

Terry Newman. Dennis Blackerby and Alan Revis were not present for roll call.

The minutes of the February 16, 2015 minutes (mailed to the council members prior to the council

meeting) were reviewed. Terry Newman asked a spelling error in paragraph eleven be corrected as

follows: “to over” should read “to cover”. Don Davis made a motion to accept the minutes with the

correction; Calvin Gill seconded. The motion passed with the following vote: Don Davis, yes;

Calvin Gill, yes; Patricia Johnson, yes; Ricky Morris, yes; Terry Newman, yes.

The Treasurer’s Report for February, 2015, was presented by Councilman Don Davis as follows:

GENERAL FUND Total Income $68,426.43

Total Expenses $33.148.66

Net Income $35,277.77

Total Liquid Assets $1,259,369.91

WATER WORKS Total Income $572,379.83

Total Expenses $665,308.37

Net Loss $ 92,928.54

These figures are a little misleading. In the income figure is included $535,000.00 from SouthPoint Bank

to pay off the Renasant Bank Loan. In the expense figure is included $629,974.56 to pay off the loan at

Rensant Bank. Taking those figures out of the equation, there was income of $37,379.83 and expenses

of $35,333.81 for a net income of $2,046.02.

Total Liquid Assets $204,201.42

Checks were examined by the council members immediately before the meeting. Ricky Morris made a

motion to approve the checks for mailing; Patricia Johnson seconded. The motion passed with the

following vote: Don Davis, yes; Calvin Gill, yes; Patricia Johnson, yes; Ricky Morris, yes; Terry Newman,

yes.

The Wilsonville Planning and Zoning Board has recommended approval of the following amendment to

Ordinance Number 111003 – 2, Section 10.02, A (Permitted Uses), 2 (moving the present 2 concerning

accessory structures to 3): Modular Home Construction except on frame modular homes and except

that individual units containing multiple rooms, may not be fully finished or described as a completed

unit and shall meet or exceed the International Building Codes for Modular housing, as well as, all

applicable county codes that govern Site Constructed Homes. The council must set a date for a public

hearing concerning the issue, after which the council can approve or disapprove the recommendation at

the regular council meeting. Don Davis made a motion the public hearing be held Monday, March 23,

2015, 5:30 P. M., immediately preceding the regular council meeting. Calvin Gill seconded, and the

motion passed with the following vote: Don Davis, yes; Calvin Gill, yes; Patricia Johnson, yes; Ricky

Morris, yes; Terry Newman, yes.

Mayoral Announcements

The council needs to examine Ordinance Number 050802 dealing with public nuisances. As the

ordinance now reads, it is unenforceable. There are some complaints being reported which will need

the enforceability of the ordinance.

Councilman Alan Revis arrived at the meeting at 6:18 P. M.

The council must determine an ordinance enforcer appointee since the Town does not have a municipal

police chief.

Councilman Dennis Balckerby arrived at the meeting at 6:19 P. M.

The Town Council needs to be able to address the worst of the nuisance problems in the proper manner.

The mayor stated he would like to schedule another Animal Vaccination Clinic Day like was held last

year. April 25 is a tentative date. This needs to be done as a drive through operation without animals

being removed from vehicles, if possible. Oak Meadow Park would not work for drive through. There is

not room and there is only one way in and out. The ideal location would be Wilsonville Elementary

School parking lot. Deputy Bloom will check with Mrs. Tidmore, principal, to see if this can be done.

Roger Perry reported the bed for the ¾ ton truck should be installed by the end of March, and the Ford

truck for the Fire Department should be here by then, as well. Equipment will have to be transferred to

the Fire Department truck when it arrives.

Mr. Perry also reported the road project is still going well, with a few wastewater problems. The

contractor will not be working this week due to the weather. The State will not pay for work at the

intersection of Highways 25 and 61 to cap and cut an old 1939 four-inch cast iron line. It will cost the

Town around $1,000.00 to do this work which he recommends be done.

Mayor McCarty reported most of his scheduled meetings were canceled due to the weather. The

ALDOT meeting and the meeting with the grant writer and Mike Atchison were postponed. There was

confusion about the Shelby County Hazard Mitigation meeting. The mayor was told it has been

canceled. The clerk attended the meeting, along with nine other people! We need to examine the two

previous Hazard Mitigation plans and determine if the Town has done what we were scheduled to do.

The free landfill day will be Saturday, April 11. The Community Clean- up Day will be scheduled for that

day. The information will be put on the sign at Town Hall, on the water bills which will be mailed

March 31, and letters/fliers will be mailed. Larry Lowe suggested the mail-out be done about ten days

prior to the event.

Council Agenda – There was none.

Council Comment

Councilman Don Davis asked when the water tanks on Oakland Avenue will be taken off line and

everything switched to the newer water tank on Highway 25. Roger Perry stated when the Highway 25

project is completed, this can be done. The shorter silver tank can be advertised and sold at that time,

but there will not be much of a market, if any at all, for the taller blue tank. This will probably be in late

summer or early fall of this year.

Public Comment.

Mike Griffin asked about town Christmas decorations this year. The mayor stated he is planning to look

into the possibility of applying for grant money to create a mini-park on the vacant lot at the corner of

Highways 25 and 61 for a permanent flag display and possibly a large Christmas tree for the holidays.

Larry Lowe announced there will be a program on Beekeeping, Monday, March 16, 2015, at the

Wilsonville United Methodist Church Christian Life Center, sponsored by the Fine Arts Club of

Wilsonville. The speaker will be Dr. John Hurst, president of the Jefferson County Beekeeping

Association. The public is invited to attend.

There being no further business to come before the council, Don Davis made a motion to adjourn the

meeting; Calvin Gill seconded. The motion passed unanimously.

The meeting was adjourned at 6:49 P. M.
